On July 21, 2025, the Town of Winchester Board of Supervisors having a quorum present and voting at a meeting properly noticed and posted, has rescinded Ordinance 2020-02 ATV/UTV Vehicles and Routes and recreated the Town of Winchester Ordinance 2025-01 ATV/UTV Vehicles Routes and Regulations Ordinance. The Ordinance was modified to align with the recently approved Winnebago County regulation and State law relating to the same. The All-Terrain Vehicle (ATV) and Utility Terrain Vehicle (UTV) Route Ordinance allows for ATV/UTV recreation upon all the Town roadways. The purpose of the ordinance is to establish an ATV/UTV route system and provide safe and enjoyable ATV/UTV recreation consistent with public rights and interests.  The Town Board finds that the ATV/UTV routes will provide recreational opportunities to members of the public and will provide economic opportunities for town businesses.

This Public Notice of the Ordinance adoption is a requirement for its implementation. Because all Town Roadways were previously approved as ATV/UTV routes, requisite signage is already in place on the Town Road Routes and public use of the designated Town Road Routes will continue unchanged. Any additional approvals of County Roads Routes within the Town resulting from the recent County Board approvals will be opened to the public after sign installation on those routes is completed.
